Union Home Minister Amit Shah has called for tougher measures against infiltration and illegal immigration, while urging security agencies to expand the use of artificial intelligence to strengthen India's counter-terrorism capabilities.

Shah made the remarks on Monday while opening the 9th National Security Strategies Conference (NSSC) 2026 in New Delhi. The conference brought together around 850 officials from security and law-enforcement agencies across the country to examine emerging threats to national security.

The opening day's discussions centred on terrorism, radicalisation, cybercrime and Pakistan's alleged proxy activities.

AI TO PLAY GREATER ROLE IN INTELLIGENCE ANALYSIS

Shah asked agencies to make greater use of AI tools to analyse intelligence gathered through the Multi-Agency Centre (MAC) platform.

He also called for clearly defined standard operating procedures for deploying artificial intelligence in matters involving national security.

The emphasis on technology comes as security agencies increasingly deal with large volumes of intelligence and rapidly evolving methods of communication and cyber activity.

Shah also stressed the importance of ensuring that the Ministry of Home Affairs' PRAHAAR initiative, aimed at countering terrorism and radicalisation, is effectively implemented. He called for appropriate training so that personnel can make full use of the programme.

PUSH TO BRING FUGITIVES BACK TO INDIA

The Home Minister also instructed agencies to intensify efforts to locate and bring back fugitives who are wanted in India.

He called for their cases to be taken forward without unnecessary delays and highlighted the use of trial in absentia provisions where accused individuals remain outside the reach of Indian authorities.

Agencies were further directed to follow a coordinated approach while investigating cases registered under the Unlawful Activities (Prevention) Act (UAPA).

The focus, Shah said, should be on ensuring that investigations are comprehensive and that different agencies work together rather than pursuing national security cases in isolation.

STRICTER FOCUS ON INFILTRATION AND ILLEGAL IMMIGRATION

Illegal immigration and infiltration were another major focus of Shah's address.

The Home Minister instructed security agencies to maintain a zero-tolerance approach towards infiltration and called for stronger action against those entering the country illegally.

He also asked officials to develop a comprehensive security mechanism specifically designed to address infiltration-related threats.

The conference also examined broader security challenges, including narcotics and cybercrime. Officials discussed a proposed vision document for controlling the drug trade as well as a new policy framework aimed at tackling cybercrime.

The NSSC has been held every year since 2021 following directions from Prime Minister Narendra Modi. The conference provides a platform for senior officials from across India to assess security threats and develop coordinated strategies for dealing with them.
