Parliament remained stalled on Monday as Opposition parties continued to demand an explanation from Union Home Minister Amit Shah over the police action against students who participated in protests in Delhi.

The government, however, signalled that Shah is prepared to address the issue in the House. Parliamentary Affairs Minister Kiren Rijiju said the Centre was willing to hold a detailed discussion on concerns related to students and that the Home Minister would respond to the issues raised by Opposition MPs.

Rijiju also appealed to the Opposition to allow the discussion to take place without further disruptions.

GOVERNMENT AGREES TO DISCUSSION ON STUDENT ISSUES

Rijiju said the Centre was not limiting its response to a formal statement and was prepared to address the broader concerns raised by Opposition parties.

He urged MPs to maintain order once the discussion begins so that Shah can present the government's position and respond to questions.

The statement came amid repeated disruptions in both Houses over the handling of the June 20 student demonstrations.

OPPOSITION ALLEGES EXCESSIVE POLICE ACTION

Opposition parties have accused the authorities of using excessive force against students protesting under the banner of the CJP. They have particularly raised allegations concerning the reported use of pellet guns during the crackdown.

Lok Sabha Leader of Opposition Rahul Gandhi has alleged that the action was carried out at the direction of Shah.

The issue has triggered repeated protests inside Parliament, with Opposition MPs raising slogans against the Home Minister and demanding that he personally address the allegations.

Congress General Secretary KC Venugopal also wrote to Lok Sabha Speaker Om Birla on Monday, asking him to ensure that Shah makes a detailed statement before the House.

Venugopal described the alleged police action and reported use of pellet guns against students as a matter requiring urgent parliamentary scrutiny. He argued that since the Delhi Police comes under the Union Home Ministry, responsibility for the actions ultimately rests with the Home Minister.

MONSOON SESSION HIT BY REPEATED DISRUPTIONS

The confrontation has significantly affected the functioning of Parliament since the Monsoon Session began on July 20.

Proceedings in both the Lok Sabha and Rajya Sabha have repeatedly been adjourned shortly after they begin as Opposition MPs raise the student protest issue. MPs have also been holding demonstrations outside the Parliament complex.

Only limited legislative business has progressed amid the disruptions. Among the major measures to clear both Houses so far is the Public Examination (Prevention of Unfair Means) Amendment Bill, 2026.

With just four working days remaining in the session, several politically significant proposals remain pending. These include legislation concerning women's reservation, delimitation and the Foreign Contribution (Regulation) Act.

CONGRESS ISSUES WHIP

The Congress has meanwhile instructed its MPs in both Houses to remain present in Parliament on August 10, 11 and 12, citing important matters expected to come up during the remaining days of the session.

The party has also asked its INDIA bloc partners to ensure that their MPs attend Parliament during the three-day period.

The government's assurance that Shah will respond could now provide an opportunity for both sides to break the impasse. However, whether Parliament returns to normal functioning will depend on how the Opposition and the government approach the proposed discussion.
