Delhi-NCR Enforces Strictest GRAP Curbs as Air Quality Nears Hazardous Levels

With Delhi’s AQI at 386 and rising, authorities have implemented Stage-4 anti-pollution measures under GRAP to combat worsening air pollution

The Delhi-National Capital Region (NCR) has implemented Stage-4 restrictions under the Graded Response Action Plan (GRAP) to address alarming air pollution levels. The decision comes as Delhi’s Air Quality Index (AQI) reached 386, falling into the ‘Very Poor’ category, according to the Central Pollution Control Board (CPCB).

The region’s air quality has worsened due to unfavorable weather conditions, vehicle emissions, crop stubble burning, and other local pollution sources. The dip in temperatures, coupled with dense fog and low wind speeds, has further trapped pollutants, aggravating the situation.

The Commission for Air Quality Management (CAQM) announced the immediate enforcement of all measures under Stage-3 (Severe) and Stage-4 (Severe+) of the GRAP, in addition to the Stage-1 and Stage-2 measures already in effect. This follows directives from the Supreme Court to activate Stage-3 restrictions when AQI exceeds 350 and Stage-4 restrictions when AQI surpasses 400.

Rising Pollution Levels

The Sub-Committee for GRAP reported a sharp rise in AQI, which increased from 275 on January 14 to 393 by 5:00 PM and 396 by 6:00 PM on January 15. Forecasts by the India Meteorological Department (IMD) and the Indian Institute of Tropical Meteorology (IITM) indicate that AQI levels may soon cross the 400 threshold, prompting severe measures.

Measures Enforced Under Stage-3 and Stage-4

To combat the deteriorating air quality, CAQM has activated a comprehensive action plan.

Stage-3 Measures:

  • Ban on construction and demolition activities, including excavation, masonry, and road work.
  • Suspension of mining operations and stone-crushing activities in Delhi-NCR.
  • Restrictions on BS III petrol and BS IV diesel vehicles in Delhi, Gurugram, Faridabad, Ghaziabad, and Gautam Budh Nagar.

Stage-4 Measures:

  • Ban on the entry of trucks into Delhi, except those carrying essential goods.
  • Possible suspension of physical classes for students in Grades 6 to 9 and Grade 11, with a switch to online learning.
  • State governments may consider implementing work-from-home policies for employees and imposing the odd-even vehicle rule to reduce traffic emissions.

Strict Enforcement of Curbs

State Pollution Control Boards (PCBs) and the Delhi Pollution Control Committee (DPCC) have been instructed to ensure strict and prompt implementation of these measures.

The government’s 9-point action plan under Stage-III and 7-point action plan under Stage-IV aims to mitigate the pollution crisis and safeguard public health. With forecasts signaling no immediate relief, authorities continue to monitor the situation closely.
