Indian intelligence agencies are responding to threats from fugitive terrorist Farhatullah Ghori, who has called for attacks on India's railway network and other targets

Indian intelligence agencies are on high alert after a video surfaced showing Farhatullah Ghori, a fugitive jihadist based in Pakistan, urging sleeper cells in India to target the country's railway network. Ghori, who has been a long-standing concern for Indian authorities, reportedly orchestrated the recent blast at Bengaluru’s Rameshwaram Cafe with support from Pakistan's Inter-Services Intelligence (ISI).

The video, which was posted on Telegram about three weeks ago, features Ghori calling for attacks on trains using pressure cookers for bomb blasts. He also discusses plans to target India's petroleum pipelines and Hindu leaders, while criticizing the Indian government's actions against sleeper cells through the Enforcement Directorate (ED) and National Intelligence Agency (NIA). Ghori warns, "But we will return and shake the government."

The Rameshwaram blast on March 1 injured at least 10 people. The NIA, which took over the investigation on March 3, arrested two main suspects, Adbul Matheen Ahmed Taahaa and Mussavir Hussain Shazib, on April 12. Taahaa is accused of masterminding the attack, while Shazib allegedly planted the IED at the cafe. Both men, who were arrested under assumed identities near Kolkata, are believed to be part of an Islamic State (IS) module based in Karnataka’s Shivamogga. Another module member, Shariq, was involved in a separate blast in Mangaluru in November 2022.

Farhatullah Ghori, also known by aliases such as Abu Sufiyan and Sardar Sahab, is linked to several major attacks, including the 2002 Akshardham Temple attack in Gujarat and the 2005 Task Force office suicide attack in Hyderabad. He is reportedly involved in online jihadist recruitment, with Delhi Police previously identifying him as a handler for arrested terrorists from the Pune-ISIS module. Authorities believe the ISI is running sleeper cells in India and recruiting individuals for terrorist activities.
