The Karnataka government has instructed authorities to tighten monitoring at pubs, bars, breweries, clubs, lounges and other venues that serve alcohol, with a renewed focus on preventing minors from gaining entry or purchasing alcoholic beverages.
State minister Priyank Kharge announced that police officials have been asked to issue directions to hospitality and liquor-serving establishments across Karnataka, requiring them to strictly comply with age-related regulations.
The move follows growing concern over alcohol and tobacco use among young people, particularly in urban areas such as Bengaluru. According to findings from a recent academic study involving more than 4,000 students, a significant number of adolescents reported consuming alcohol or using tobacco products, raising concerns among health experts and policymakers.
Researchers found that alcohol consumption among surveyed students was notably higher than broader state and national trends. The study also highlighted that many participants began drinking during their teenage years, with some reporting exposure to alcohol at a very young age.
Calling the issue a matter of public health and youth welfare rather than merely a licensing concern, Kharge stressed the importance of protecting young people from harmful habits and long-term health risks.
Mandatory Age Verification
Under the latest directive, establishments serving alcohol will be expected to verify the age of customers using valid government-issued identification before granting entry or serving liquor.
Authorities have made it clear that owners, operators and licence holders will be held accountable for any violations involving underage customers.
In addition to identity checks, officials have been instructed to ensure that surveillance systems, including CCTV monitoring requirements, are functioning properly and comply with licensing norms.
Businesses found violating regulations or facilitating access to alcohol for minors could face legal penalties and regulatory action.
Karnataka Maintains Legal Drinking Age at 21
The state's legal drinking age remains 21 years. In 2023, the Karnataka Excise Department clarified that proposals to reduce the minimum drinking age to 18 had been dropped after objections were raised by members of the public, various organisations and media groups.
As a result, existing age restrictions continue to remain in force throughout the state.
Zero-Tolerance Approach
Kharge reiterated that Karnataka would adopt a strict stance against underage drinking and substance abuse. He said commercial interests should never outweigh the responsibility of safeguarding the health and future of young citizens.
Officials indicated that the latest measures form part of a broader strategy aimed at reducing substance use among adolescents and strengthening enforcement at venues where alcohol is sold or consumed.
The government believes stricter compliance, regular monitoring and accountability among licence holders will play a crucial role in addressing the issue and promoting safer environments for young people.
