During the Quad Leaders' Summit in Wilmington, Delaware, U.S. President Joe Biden was caught on a hot mic stating that China was "testing" the Quad nations, referring to China's increasingly assertive behavior in the Indo-Pacific region. The summit was attended by leaders from India, Japan, Australia, and the U.S., including Prime Minister Narendra Modi, Japanese Prime Minister Fumio Kishida, and Australian Prime Minister Anthony Albanese.

Biden's remarks, captured as reporters were leaving the venue, highlighted concerns over China's actions in the South China Sea, where Beijing continues to press its territorial claims despite an international tribunal ruling them legally invalid. "China is behaving aggressively, testing us across the region, including on economic and technology fronts," Biden said, stressing the importance of "intense diplomacy" amid heightened competition.

He further commented on Chinese President Xi Jinping, suggesting that Xi was looking to "buy some diplomatic space" to aggressively pursue China's interests while minimizing domestic economic challenges.

Biden's comments reflect ongoing tensions over China's territorial ambitions, particularly in the South China Sea and East China Sea, where several Southeast Asian nations, including Vietnam, Malaysia, Brunei, and the Philippines, have rival claims.

The White House later downplayed the incident, with a senior administration official remarking that Biden's comments were in line with the administration's public stance. "It's not surprising that China was part of the agenda at this Indo-Pacific-focused summit," the official stated, noting that other topics were also discussed.

The Quad alliance, which seeks to promote a free, open, and inclusive Indo-Pacific, is often viewed by China as an attempt to contain its rise. Nonetheless, Biden's candid remarks underscored the growing challenges posed by Beijing's assertiveness in the region.
