Ministry of Civil Aviation mandates free seat selection for majority of airline seats

New rules require airlines to offer no-cost seat allocation on most seats and ensure passengers on the same booking are seated together

In a move aimed at improving passenger convenience, the Ministry of Civil Aviation has directed airlines to make at least 60% of seats on every flight available for free selection.

The guidelines, issued through the Directorate General of Civil Aviation (DGCA), seek to address long-standing complaints from flyers, particularly families and groups who often had to pay extra to sit together.

Key changes for passengers

Under the new norms, airlines must ensure that passengers booked under the same PNR are seated together, preferably in adjoining seats, without additional charges. The policy is expected to bring relief to travellers in one of the world’s busiest domestic aviation markets.

The directive also asks airlines to simplify and clearly communicate rules related to:

  • Transport of sports equipment and musical instruments

  • Carriage of pets with transparent policies

  • Passenger rights during delays, cancellations, or denied boarding

Focus on transparency

Airlines have been instructed to prominently display passenger rights across their websites, mobile apps, booking portals, and airport counters. Information must also be shared in regional languages to improve accessibility and awareness among a wider section of travellers.

Strengthening passenger protections

The ministry emphasised strict compliance with existing passenger rights frameworks, especially in cases of disruptions. The broader aim is to reduce grievances while ensuring clarity and fairness in airline practices.

The decision comes amid rapid growth in India’s aviation sector, with daily passenger volumes continuing to rise, and is part of ongoing efforts to make air travel more transparent and consumer-friendly.
