Ukraine’s leadership reshuffle sees Yuliia Svyrydenko take over as Prime Minister and Denys Shmyhal move to the key defence post

Ukraine has appointed Yuliia Svyrydenko as its new Prime Minister, marking the first leadership change at the top since Russia launched its full-scale invasion in 2022. Her elevation to the role is part of a broader reshuffle by President Volodymyr Zelenskyy aimed at revitalizing the government and accelerating domestic defence production amid the ongoing war.

Svyrydenko, who previously served as Economy Minister and led negotiations on a key mineral pact with the United States, now steps into one of the country's most critical leadership roles. Known for her strong ties with international partners, she has been instrumental in shaping Ukraine’s post-war economic roadmap and fostering defence cooperation.

The shake-up also sees Denys Shmyhal, Ukraine’s longest-serving Prime Minister, transitioning to head the defence ministry—a post that plays a pivotal role during wartime. The changes were confirmed via the parliament’s official website following Zelenskyy’s nomination announcements.

Despite the Cabinet changes, domestic observers see the move as more of a reconfiguration than a radical transformation. Both Svyrydenko and Shmyhal are considered loyal members of Zelenskyy’s inner circle, with established track records during the war.

Svyrydenko’s appointment is receiving particular attention. She is seen as a hard-working and reliable administrator who has represented Ukraine in numerous discussions with Western governments, particularly on recovery and military support.

Earlier this week, Zelenskyy shared a photo with Svyrydenko and Digital Transformation Minister Mykhailo Fedorov, outlining their agenda for the months ahead: ramping up local weapons manufacturing, streamlining drone procurement, removing regulatory hurdles for economic growth, and improving social welfare delivery.

Shmyhal, who first became Prime Minister in March 2020, officially resigned from the position on Tuesday. Though never viewed as politically independent from Zelenskyy, he was seen as an effective and stable figure during a tumultuous period in Ukraine’s history.

Now assuming the defence portfolio, Shmyhal replaces Rustem Umerov, whose tenure was clouded by organizational challenges and inefficiencies in procurement systems. While Umerov was active internationally and had advocated reforms, critics argued his ministry continued to suffer from internal instability.
