The Tamil Nadu government has constituted a fresh panel of senior legal practitioners for handling the State’s cases before the Supreme Court of India.

The new roster includes the Attorney General for India, the Solicitor General and all Additional Solicitors General, besides a group of 35 Senior Counsel with extensive experience in constitutional and other major litigation.

Among the lawyers included in the panel are K.K. Venugopal, Abhishek Manu Singhvi, Kapil Sibal, Mukul Rohatgi, C.S. Vaidyanathan, P. Chidambaram, Gopal Subramanium, Rajeev Dhavan, Rakesh Dwivedi, Vikas Singh, Ranjit Kumar and Arvind Datar.

Other prominent names on the list include Shekhar Naphade, V. Giri, T.S. Sivagnanam, Rajiv Shakdher, S. Muralidhar, S. Nagamuthu, P.N. Prakash, Meenakshi Arora, Vivek Tankha, Siddharth Luthra, P.S. Patwalia, Sidharth Dave, Guru Krishnakumar, Gopal Sankaranarayanan, Jaideep Gupta, Siddharth Agarwal, Raju Ramachandran, M.S. Ganesh and K. Radhakrishnan.

The appointments have been formalised through Government Order G.O.(Ms) No. 276 dated August 14, 2026. The order replaces the earlier panel and was issued following a recommendation from the Advocate General of Tamil Nadu.

SOP TO GOVERN ENGAGEMENT OF SENIOR COUNSEL

The State government has also directed its departments to follow the prescribed standard operating procedure (SOP) while engaging Senior Counsel for matters before the Supreme Court.

The procedure will also apply to the processing and payment of appearance fees for the advocates representing Tamil Nadu.

The new panel is expected to provide the State with access to experienced senior lawyers for cases requiring representation before the country's apex court.
